Contractor Pre-Qualification — Pass the Safety Screen
Large buyers now screen contractors on safety documentation before they will even open a tender. Monarch prepares the health and safety package that pre-qualification platforms and client questionnaires ask for, so your bid does not stall at the gate.
What Buyers Actually Check
Pre-qualification is not one form. It is a repeatable evidence set that procurement teams, platforms, and client safety departments review the same way: do you have written programs, current records, and measurable results?
Written safety program
Policy, responsibilities, hazard assessment method, safe work practices and procedures, inspection and investigation processes, and emergency response.
Training evidence
Training matrix by role, certificates for WHMIS, working at heights, supervisor competency, and site-specific orientation records.
Performance statistics
Incident rates, lost-time claims, WSIB experience rating, and near-miss reporting. Missing or inconsistent numbers raise immediate flags.
Insurance and clearance
WSIB clearance certificate, liability coverage, and the contract-specific declarations buyers request with every submission.
Subcontractor control
How you qualify, orient, and monitor your own subcontractors, which is the most common gap for growing contractors.
Platform profiles
Common contractor pre-qualification platforms include ISNetworld, Avetta, and ComplyWorks, plus client-specific portals. Requirements differ, so we build to the strictest set you face.
Why Contractors Get Rejected
- ✓A policy manual that was never updated after the company changed ownership or scope
- ✓Training certificates on file but no matrix showing which role needs which course
- ✓Incident statistics that do not match WSIB records
- ✓No documented supervisor competency or site orientation process
- ✓Subcontractor safety management described in one sentence with no evidence
- ✓Hazard assessments written generically instead of for the actual work performed
How We Get You Through
- 01
Requirements review
We collect the platforms and questionnaires you must satisfy, then map every question to a document or record.
- 02
Gap and build
We create or rewrite the missing policies, procedures, matrices, and forms, and correct inconsistencies in your statistics.
- 03
Submission support
We help you assemble the submission, answer the safety questions accurately, and keep the evidence current.
- 04
Maintenance
Annual updates, re-verification dates, and record keeping so the next submission is a refresh, not a rebuild.
Pre-Qualification Questions
What is contractor pre-qualification?
It is the safety and insurance review a buyer runs before awarding work or allowing a contractor on site. It usually combines a platform profile, a client questionnaire, insurance and WSIB clearance, and a review of your written safety program and performance statistics.
Which platforms does Monarch help with?
We help contractors prepare the underlying documentation and records that platforms and client portals request, including ISNetworld, Avetta, and ComplyWorks style reviews, plus buyer-specific questionnaires. We are not affiliated with those platforms; we prepare your evidence.
Is COR™ required for pre-qualification?
Many public and large private buyers require or strongly prefer COR™. Even where it is not mandatory, a COR®-aligned program answers most pre-qualification questions directly.
How long does it take to become pre-qualified?
If your documentation is current, we can usually assemble a submission in a few weeks. If policies, statistics, or training records need rebuilding, plan for longer. The buyer's own review time is outside anyone's control.
Do you help subcontractors too?
Yes. We support subcontractors who are asked by a general contractor to demonstrate a safety program, and we support general contractors who need a documented subcontractor qualification process.
