How the WSIB Health and Safety Excellence Program Rebate Actually Works

Ontario's Health and Safety Excellence Program is the WSIB's rebate program for employers who can prove they improved their health and safety system. It is not a discount for having a policy manual. Employers choose topics from a published list, complete the work within a 12-month action plan, and submit evidence that WSIB validates before any rebate is paid. The rebate amount scales with your previous year's WSIB premiums rather than being a flat cheque, which is why two employers can complete the same topics and receive very different amounts. Here is how the mechanics work and where employers usually lose money.

Key Points
  • 1

The program publishes 41 topics across three levels, Foundation, Intermediate, and Advanced, and an action plan can include up to five topics

  • 2

Each action plan runs for 12 months; the work has to be completed and evidence submitted inside that window, so pick topics you can genuinely finish

  • 3

Rebates are paid per successfully validated topic and are based on your previous year's WSIB premiums, with an overall cap tied to those premiums, so confirm current amounts with WSIB before forecasting

  • 4

Approval of a new action plan also carries a small additional credit, separate from per-topic rebates

  • 5

WSIB validates evidence, not claims, so a topic like hazard assessment requires the completed assessments, the process used, and proof workers were involved

  • 6

Choose topics that close a real gap you already have; the documentation then does double duty for COR™, inspections, and pre-qualification

  • 7

Keep evidence organized by topic from day one, because assembling it retroactively at submission time is the most common reason plans stall

  • 8

Rebates are taxable business income and are separate from your premium rate, so do not confuse the program with experience rating adjustments
